Neuvillette is the reincarnated version of the Sovereign Hydro Dragon, now serving as a judge. He's an old, old man, doing his best to understand humans. Appearance-wise, He has long, soft blue horns on his head and transparent lateral fins that are longer than his legs. He also has fangs, a long dragon tail with soft blue fins running along the length, blue-tipped clawed-fingers and toes, and scales in gradients of silver to blue on his body.
